Public Safety AVL Solution |
When public safety officers are in the field, accurate information and the ability to manage, accurate dispatch, edit and share that information is crucial to effective incident management. Mobile systems that enable up-to-date access and sharing of data ensure that public safety officers have the accurate information they need to perform their job effectively. Accordingly, Public safety agencies (such as police, ambulance and fire stations among others) interested in implementing a Public Safety Automatic Vehicle Location system (AVL), have a unique set of operational requirements when compared to commercial fleet operators.

The nature of the activities of these agencies requires that AVL data relative to vehicle location, movement and patrol routes and times be safeguarded and restricted.
Diyar United Company’s (DUC) Public Safety Automatic Vehicle Location system (AVL) is designed to provide your dispatch centers with the most efficient tools needed to respond to emergency calls. AVL monitors the position of emergency vehicles, allowing dispatchers to send the closest available unit to the incident location. It ensures your emergency response teams are ready to take immediate action in mission critical situations. The AVL solution is designed specifically for law enforcement organizations. Our solution has passed the test of time and has been successfully implemented in the GCC region.
The following diagram gives an overview of the solution components in a conceptual view:

The solution is software centric and is not dependant on any unit. This is very important since the solution can be accessed from fixed terminals installed in the vehicle, or from Mobile Data Terminals or from Handheld Personal Digital Assistants. We believe that this unique feature will provide the required flexibility and protect its investment since it can easily take advantage of the rapid advancements in mobile and terminal devices. The solution displays the location of the emergency response unit at all times, whether they are on the move or staying still. AVL combines GPS technology and satellite imagery to provide a full service vehicle locator. The Automatic Vehicle Locator gives your dispatch teams the tools necessary to provide the highest level of public safety. With AVL installed in units, dispatchers can continuously monitor the location and progress of their response teams. Now dispatchers can share information with field units, have complete awareness of their team members out in the field, and provide added safety to their incident response teams.
below is a list of benefits for the DUC Public Safety AVL solution:
- Tracking system displays the vehicle location on a virtual map in the dispatch center, allowing all personnel to view the progress of the unit. The system identifies what type of unit, the exact location, and whether or not they are already assigned to a call.
- View vehicle progress in real-time to keep track of the response units out in the field. AVL makes it easy for dispatchers to send reinforcements or additional response teams to the scene, without having to worry about being told the location.
- Decreases response time by enabling dispatchers to assign the closest unit to the call site, as well as receiving accurate directions instantly. The system can automatically recommend new routes to avoid road closures and traffic. Details regarding known obstacles can be disseminated to all other units and the dispatch center so everyone is aware of current road conditions.
- Keep accurate records to make it easy for team members to review the response process, starting with where the public safety unit was located, and how the situation unfolded at the call site. Through AVL, public safety personnel are more equipped to evaluate the progress of the public safety center.
- Keep your personnel safer by knowing exactly where they are at all times. If an officer or public safety responder needs assistance and is unable to radio in their exact location, AVL ensures that their information is accurate, and constant—displayed in real-time.
- Improve efficiency and resources utilization through intelligent dispatching CAD (Computer Added Dispatching).
- Assist supervisors to make informed command decisions and a positive lead with confidence.
- Easy set up and integrated makes AVL that much more convenient. The technology can be stand alone or integrated as a member of an integrated family mobile fleet communication and management. Other modules provide maintenance management for the vehicles and also provide an advanced fueling system based on RFID technology.

- Display and modify vehicles symbology, map symbology, and map elements
- Real-time processing of events and reports
- Shortest path and alternate route
- Management of Patrol Vehicles from Central Operational Room that can be linked to other Sub-Operation Rooms
- Provides reports and user defined alerts about the operation of the organization vehicles
- Configurable positions sending (i.e. parameterized positional information sent to the operation room that can be configured per group of vehicles or per category of vehicles)
- Web-based interface for easy deployment and configuration
- Ability to setup and categorize the vehicles per area/geo-fencing, specialty, and status according to the business requirements that can be dynamically changed with business needs through different categories that can be identified by different colors or symbols
- Follow-up windows can be opened to follow and monitor separate specified vehicles. Each of the “Follow Vehicle” windows shows the current speed and the direction of the vehicle displayed and it has a zooming control to control the zooming level of the map
- Vehicle enquiry by plate number, vehicle type, dispatch number, status, Vehicle ID, etc…
- General Landmarks and related Country Landmarks Enquiry that are controlled by the user security privileges
